Booz Allen Hamilton, in partnership with L3Harris Technologies, will deliver a prototype of the Advanced Battle Management System Distributed Battle Management Node Phase II Tactical Operations Center-Light for the Department of the Air Force Program Executive Office for Command, Control, Communications and Battle Management.

The work will be performed at C2 Tech Facility in North Charleston, South Carolina, and the Flagship Engineering Facility in Panama City Beach, Florida, under a potential five-year, $315 million rapid prototyping contract in support of the Combined Joint All-Domain Command and Control warfighting concept, Booz Allen said Monday. The locations are part of the company’s network of over 20 U.S.-based tech facilities.

Tactical Operations Center-Light to Bring Enhanced Command, Control

TOC-L, a battle management mission system, will be built on Booz Allen’s Modular Detachment Kit concept to securely connect sensors, decision-makers and weapons at the edge, providing enhanced situational awareness. According to the company, MDK has already demonstrated its mission significance in live-fire exercises and operational deployments.

“With Modular Detachment Kit, we launched an investment to develop a C2 solution that met the expectations of the warfighters on our team, many of whom continue to serve in National Guard and Reserve duties,” said Steve Escaravage, president of Booz Allen’s Defense Technology Group and a four-time Wash100 Award recipient. “The resulting solution was engineered to meet the nuanced needs of today’s mission and operating environments—balancing flexibility, security, and intuitiveness in use. After successful demonstrations at 20 large-scale exercises and experiments, we are excited to apply the full extent of our engineering, manufacturing, and production capabilities to achieve the potential of this program.”

For its part, L3Harris will support the sustainment and modernization of TOC-L across multiple combatant commands, utilizing its expertise in deployable digital infrastructure, tactical radios, datalinks, and waveform development.

“L3Harris is well-positioned to help Booz Allen rapidly operationalize TOC-L, providing a critical C2 capability that enables decision makers to sense, assess, and act,” said Jason Lambert, President, Intelligence, Surveillance, and Reconnaissance, L3Harris.
