David McKeown, the special assistant for cybersecurity innovation of the Department of Defense’s Chief Information Office, received his 2025 Wash100 Award during a recent meeting with Executive Mosaic CEO Jim Garrettson.
Garrettson founded the Wash100 Award in 2014 to recognize the 100 most influential executives in the government contracting industry. Winners are selected for demonstrating leadership, impact, and vision.
McKeown secured his second Wash100 Award after receiving the honor in 2023. This year, he earned his spot on the prestigious list for his significant contributions and leadership in cybersecurity. The executive has showcased a drive to enhance innovation and strengthen the nation’s defense against sophisticated cyber threats.
“David is a leading force in cybersecurity, and his keynote at last year’s Potomac Officers Club Cyber Summit underscored his pivotal role in shaping the future of defense technology,” said Garrettson. “As the DOD’s deputy CIO for cybersecurity, David is at the forefront of implementing zero trust architectures, aiming to enhance the security of the nation’s defense networks. His leadership and vision continue to drive significant advancements in cybersecurity, ensuring the protection and resilience of critical defense systems,” he added.
Leading DOD Cybersecurity Initiatives
McKeown, a keynote speaker at the Potomac Officers Club’s 2024 Cyber Summit, has advocated for advancing cybersecurity strategies at the DOD. He led the establishment of the Cybersecurity Center of Excellence, which has been instrumental in addressing various challenges in the department. The executive was also responsible for the Pentagon’s adoption of zero trust, including the 2027 Zero Trust mandate, while the DOD has released the Zero Trust Overlays and other zero trust frameworks. Furthermore, McKeown is pushing for the development of weapon platform support systems that align with zero trust principles.
Enhancing FedRAMP and Government Efficiency
In 2024, McKeown also prioritized enhancing the Federal Risk and Authorization Management Program. He led efforts to shorten the authorization period for vendor applications to three months. This initiative aims to streamline the FedRAMP process and bolster government efficiency.
